Both versions build the same city, and 24 colors keeps the palette hitting at full strength with fewer pots to sort through. This design still asks for 36. Every block is drawn with a lit top face and a shadowed side, the magentas run through three separate values, the metalwork needs four grays to stay readable against the dark, and the towers at the far end fade into pale gradation. Those extra steps are what stop the alley from flattening into one bright wall.
